Definitely, SVG should be 100% correct. If it fails, it is a bug.
I did not notice problems with SVG import in my limited use cases.

Inkscape imports EPS files by executing pstoedit which in turn executes
Ghostscript to interpret the EPS file. So same licensing problem with the
interpreter.
