With Tor's excellent work in bug 104332, the loading time was greatly reduced,
and moved to startup, so maybe this isn't very important anymore.

There's this gerrit change, but not sure if it's going to be finished:

I'm closing this as WONTFIX, if the change is committed, the status can be
updated.
