OK, so this is actually 2 separate bugs:
1. With caret movement set to Logical, caret gets trapped between LTR and RTL
text runs (not just table cells).

Seems like this is not just about table cells - it happens whenever the cursor
crosses a boundary between LTR and RTL paragraphs / text runs.
