Reproduced in recent master build for both English-US and French-France UIs: no
extended tooltips whatsoever in the Status Bar.

The bug is still reproducable with version 5.3.0. (Win7) Hence set status back
to NEW.
The bug is reproducable with verison 3.3.0. Hence inherited from OOo.

@Aitor: I was not able to reproduce your problem with the toolbar groups
neither with version 5.3.0 nor with older versions (4.0.6, 3.3.0). I think this
is or was another problem.

Bug still exists in version 5.0.3. Meanwhile also with the English UI. 

The bug only occurs if you position your LibreOffice window at the lower left
corner of your screen. It seemed that LibreOffice first checks if the tool tip
can be displayed more left. If this check fails because the tip would be
displayed left outside the screen, a new position is choosen. And with this
position the tool tip is only partly visible.
