There are localizable function parameters for the CELL and INFO functions.
These are living in the
https://cgit.freedesktop.org/libreoffice/core/tree/sc/workben/celltrans folder.
This folder has seen small activity localization wise in the last 10 years. On
the other hand localized versions of the Excel CELL function help page show
that these are localized in Excel to numerous languages:

I think it is time to think about ways to expose the localizability of these
parameters for translators.
How about putting these parameters into a header file, having it translated via
Pootle and using the resulting po files from the translations repo as a source
instead of keywords_utf16.txt ?
