Summary: FILESAVE: Saving a plain text document via “Save As”

Steps to reproduce:
1. Create a document in Writer.
2. Save the document as a plain text file with e.g. UTF-8 encoding (choose
Save, specify a format of “Text – Choose Encoding (.txt)”. In the following
“Confirm File Format” dialog, confirm intent by clicking “Use Text – Choose
Encoding Format”. In the subsequent “ASCII Filter Options” dialog, choose
“Unicode (UTF-8)”).
3. Try to save a copy of the document with a different encoding (e.g. UTF-16)
by choosing “Save As”, specifying a new filename and format of “Text – Choose
Encoding (.txt)”. This time the “Confirm File Format” and “ASCII Filter
Options” dialogs do not appear and the file is saved with its current format,
UTF-8. The dialogs should appear so as to allow a different encoding to be
specified.
However, the following do work as expected:
1. Choosing “Save As” and specifying a format other than “Text – Choose
Encoding (.txt)” does result in a file with the correct format.
2. Choosing “Save a Copy” rather than “Save As” and specifying the “Text –
Choose Encoding (.txt)” format does produce the subsequent dialogs, allowing a
different encoding to be specified.
