Click in "File name" field. Press * and then press Enter. At least for opening
this should work as workaround.

A "refresh" button would be useful too for Server connections.

I mean LibreOffice's own dialog. F5 doesn't work for me.

Do you mean the operating system dialog or LibreOffices own dialog? That is set
in Tools > Options > LibreOffice > General.

And you need to specify your operating system.

BTW: For the file open/save dialog of Windows, refresh is done by F5-key.
