Located on the main menu:  View -> User Interface -> Contextual Single

It does not matter too much what individual users think. The dynamic stacking
toolbars have been core to the project from inception 20+ years ago--very much
the legacy of _how_ the program is designed. 

Patches from users are always welcome...

Otherwise remains DUPLICATE => bug 106846 with some other GUI considerations
(e.g. bug 36976 or bug 124835) equally applicable.

@BogdanB I know that you can doc the toolbars up in the top, bottom, or
sidebar, but this does not solve the problem as when I move into a table, an
image, or whatever adds a toolbar to the mix this problem will still be there.
If a toolbar is added to the top bar it will push the content of the page down. 

@Dieter Praas how do I open it in safe mode?

@andreas_k I don't see this single layout in menubar. Regardless I don't think
this should be a setting that I have to set. I don't think the app should work
this way at all.

there are single toolbar but also contextual single layout in menubar -> view
-> Layout

Sigh, this is default behavior of 'contextual' toolbars, they stack and
document canvas will shift in the app frame. Several MUFFIN Notebook Bar based
enhancments (e.g. bug 125040) and Sidebar Content panels will provide
alternatives.

You could get this behaviour if you move bullets toolbar in the top. From the
buttom. Drag & Drop to the top.

Toolbars are added below the text, so the problem doesn't appear. I couldn't
find, where you can change that setting. But it should work, if you start in
safe mode. Can you try it?
