When a fresh instance of LO is run, the spell checking works as expected in Writer. If the document is left open and unattended for some time, the spell check underline stops working reliably. Right clicking a misspelled word still gives the spell check options so the spell check is functioning, just not highlighting. As mentioned by the original reporter, this is intermittent and hard to reproduce.
