Strange. You want to insert some rows just-in-case you will need them in the
future, as if it were a complex and time-consuming operation?

I just insert some rows below if I know that I need it in future, but I don't
want text cursor will move to another place from its current position!

We discussed this topic in the design meeting.

In fact, when adding a row/col before/after it's very likely that you want to
add content there and progressing the cursor in the cell above/below or
left/right makes sense. Low priority, however, since arrow keys allow this too.

It's natural. Whenever I open a new row, it is to fill it.
Someone else might leave it empty and move the cursor elsewhere —no problem.
