Its description also tells that the problem started to appear when user installed a security update from MS, and uninstalling it made it work correctly. It would be useful to know which update was that... anyway, this is definitely a system bug (either of Windows, or of some device driver), that happens to be triggered by use of system functions by LibreOffice. As a first step, please try to force Skia software rendering, and report if that fixed it.
