Toolbars are places to access frequently used functions, and that's not the fact for char width. However, the idea received some appreciation, and having something hidden doesn't hurt too much. (It still has maintenance costs, at least.) A new TB implementation would need to calculate the context in which the scaling would be applied to a selection--and I'd assume provide increase and decrese buttons and maybe means to fit within a frame/margin extent? People want change so many things but couldn't find the settings or are afraid of dialog windows like Character dialog. The dialog > seems sufficient. Different font families have different width. When character width is at all important, then when you change the font family you also want to tweak the width. If inter-character spacing is significant enough to merit a toolbar button (and UNO command?), then certainly character width is, as well.
