The relevant ODF attribute is draw:stroke and that has only "none", "dash" and "solid". The double-lines which you notice on table cells are fo:border in ODF, and fo:border can have more line styles. It is formally possible to use fo:border instead of draw:stroke or in addition to it. Writer frames use fo:border. I think, it would be a large effort to support it for shapes too. I mean, we indeed can't do it even when trying modifying line once the file is opened.
