I can still not reproduce the error, neither with the rotation section in the side bar nor with the rotation tab in the 'Position and Size' dialog. The glue point keeps it position on the outline. Can you please attach a screenshot of a wrong position after rotation? Do you have access to a LibreOffice on other than macOS and test it there?
