It works pretty well for me if I step back to 1920x1080, and the codec might be related to the way the kernel represents the screen. The one difference standing out is the version: 7.4.0.3 is rather old, as in: early in the 7.4 release cycle. Any chance you can try a newer version (of 7.4 or 7.5)? Can you please share how exactly you go about "4. Add a video from another source on the slide."? And what version of LibreOffice you are using, similar to what I put in comment #3? (You'll find that in "Help" - "About Libreoffice".)
