When you click on the Target box to change the Toolbar from Standard, the menu always opens part of the way down (I presume this happens to everyone and not just me) with Formatting Styles shown on the top line, while Formatting is hidden out of sight one line above it, and if you are inexperienced like me you don't realise unless you scroll up to make it visible. So to select Formatting Styles is an easy mistake to make.
