Version: 7.4.3.2 / LibreOffice Community
Build ID: 40(Build:2)
CPU threads: 4; OS: Linux 5.15; UI render: default; VCL: kf5 (cairo+xcb)
Locale: ar-OM (en_US.UTF-8); UI: en-US
Ubuntu package version: 1:7.4.3~rc2-0ubuntu0.22.04.1~lo1
Calc: threaded

As workaround set table direction to LTR do your format then set it back to
RTL.

Reconfirmed with 7.4.3.2. This is almost certainly a regression in 7.3, but I
am unable to check older versions. Are there others who can be tagged to check
this? This bug severely impacts working with RTL tables, to the point that they
are completely unusable if any formatting needs to be changed. Thank you.

For RTL-setting complex text layout has to be active in Tools -> Options ->
Language Settings -> Languages

This video shows the problematic behavior in action. Note at the end that
undoing to the point of reverting to LTR rather than RTL "fixes" the problem.
