I had a look on the AskBot forum and found this related thread that dates from 2011: http://askbot.org/en/question/2975/ability-to-flag-comments-as-offensive/ Evgeny indicates an issues database but I can't find a bug report. Maybe you ping them at their forum again? That seems to be the official way of contact.
