This is still not implemented, applicable to all platforms

Likely a reason why showing background images in Excel files do not work either
(bug 65070)

To make sure we're focusing on the bugs that affect our users today,

REGRESSION. To do so: 

1. Download and install oldest version of LibreOffice (usually 3.3 unless your
bug pertains to a feature added after 3.3)

3. Leave a comment with your results. 
4a. If the bug was present with 3.3 - set version to inherited from OOo;

Confirm - sheet background is missing (but is an option in Excel 2003+). There
is menu  format  page..  background  set as graphic however this is only
for setting page background at printing.
