Indeed I reproduce it. What I said is that it is not a bug because it works as designed: the picture is inserted in the paragraph and the picture height count in the space above the paragraph. You can verify that if you choose a height above the paragraph larger than the picture height. See the attached test document. Closing again as NotABug. Best regards. We should not need to be a 'LibreOffice' expert to be able to use basic word processing features. So, it appears to be in fact either a conception or a default configuration issue (I never changed the frame to be anchored as character).
