In the latest version (4.4), it is possible to create and edit files in
OneDrive storage directly from LibreOffice:

I take it the Windows phone app you used is this:

What is the format the notes are stored in?
Are you able to open them with LibO 4.4's OneDrive feature directly from
OneDrive?

Set to NEEDINFO.
