The purpose is not to solve the problem by restarting the program but by
preventing it from happening.

I didn't click on the taskbar, I clicked on the icon on the desktop. What I
mean by "it does nothing" are two things. One, as the first problem I've
mentioned, the process remains the same. Two, there is no windows poped out
which suggest "I'm working".

Be sure to kill all processes related to LibreOffice with the Task Manager and
try opening a file again. Restarting your PC can help.

Note that clicking on the taskbar buttons for open applications is not how one
opens a new instance of those applications. For that, you press Shift + click.
