Not unreasonable and it should be possible to adjust frame to hold the document
canvas stable on the screen, but then the area assigned to the document canvas
would have to be reduced. A different annoyance for folks that want more screen
space.

The new Single toolbar mode, and experimental Notebookbar (tabed, contextual
single, or contextual grouped) provide alternatives to legacy stacked toolbars. 

But even with legacy default user can undock toolbar(s) and allow to float out
of the way until needed--holding the document canvas stable.

So, rather than WFM, this is really a WONTFIX

Hi zyklon87,

Thank you for reporting the bug. Unfortunately i dont think there is a possible
means of maintaining the exact page view area when moving between various modes
when rulers and toolbars get shown or hidden.
