I have the same problem. Active cell is not bordered. Reinstalling driver (sudo
apt-get install xserver-xorg-video-intel) did not help. Enabling OpenGl helped

I changed the theme to dark and it reappeared but sth else popped up, then gave
up LO for GlSheets. Put your eggs on different horses some would say!

Similarly numbers are shown all blue. Font color direct formatting is effective
only when the cell content is edited, after edit done, reverts back to blue. I

I can confirm no active cell border in calc. It happened after upgrade from
16.04 to 16.10 on regular Kubuntu.
