Yeah, a common user doesn't know the relationship between the header and the
watermark. Moving the content below is a consequence of inserting a header into
LO.

You are free to change the title of the report.

Ok, although it seems a bigger UX problem because of how LO handles
headers/footers compared to other applications. On the other hand I also
noticed that there is no intuitive way to erase the watermark (deleting content
doesn't delete the header).

So issue is: "Adding a watermark moves the document content down" not "Adding a
watermark automatically adds a page header". I can confirm that.

"When you try to erase the page header, the watermark is also deleted." - I see
that in MS Office when watermark is inserted then removing the header is
impossible(only content is deleted). This should be a separate bug report, I
think.

I had a similar problem to the one described here. I had to manually calculate
the top margin so that it was equal to the bottom margin in a printed document
and when using a header I have to manually change the values to match with the
footer.

If it is not possible to improve the UX, at least the header that is added with
the watermark could use the same values of the default style? Both say "default
style" but do not use the same values.

I understand what you say and I really don't know how this feature works
internally, however, it is different from what you see in other applications.

For example, in MS Office and WPS Office the page header to add a watermark is
completely invisible to the user and therefore a) doesn't modify the size of
the page margin and b) the user can insert/remove headers/footers without
deleting the watermark.

I see as a problem that the user can edit visible elements with unexpected
results, in addition to importing an OOXML document with a watermark to
LibreOffice changes the layout of the same one when adding new elements
(header/footer) modifying the margins, etc.

Header was added, after insertion the content was slightly moved down.

Watermark is inserted to the page header and that is the root cause. This is
done for a compatibility with other suites (MS Office also does Watermark this
way, and adds page header).

In my opinion: NOTABUG

This feature derives from the function of the TSCP standard added in an earlier
version of LO, so I guess that's why the reason for adding a header
automatically, however, is not what is expected for a single watermark feature.

That's the idea! Other office suites offer to add text or an image easily as a
watermark for a while.

need the watermark option to do the same, but it simplifies to do it a lot and
makes it visible.

Reproducible with LO 5.4.1.0.0+ built at home under Ubuntu 16.04 x86-64.
