It's true that a checkbox has less clicks than a dropdown. But for what reason
should Calc accept only a very restricted set? Bool is defined as 0/1 or 0/-1
or 0/!0 depending on the language. We would have to take one option. And in the
end it's not clear why this option is needed beyond completeness in relation to
variables.

Form checkbox can be linked to a cell. So it should be a solution for your
request.

You offered a drop down menu. This makes to much clicks. And a drop down is not
suited to display dichotome values.

A checkbox would easy this and would be more "natural".

Data-Validity-Criteria-Allow now also has "Cell range" with "Show selection
list". 
If you write "true" and "false" or "0" and "1" you may apply that cell range
and get dropdown menu with those 2 values. 
If this satisfies your need, than this is "NotABug". If not, please explain
why, with exact scenario that shows a need for additional "Boolean" option.

In that list should be a new feature for boolean values. And in the cell this

This is how "Data -> Validity" works with a "cell range". It creates a dropdown
menu for each cell.
