The dialog tool you seek for you work flow remains but is now manipulated from the Insert -> Section: Columns tab. In the original 'Format -> Columns...' dialog is is possible to convert a pre-selected section of text into columns with one dialog box. The Page dialog affects the entire document, and the Sections dialog gives you empty columns which you then populate.
