And that is not a bug. I can confirm that in previous versions it was created just by selecting the freehand redaction tool and drawing a line that closes a shape. Doing this I never manually selected any area fill. So in short, I think this behavior is an exploitation of the free-form redaction tool, thus needs to be prevented.
