You say "Internet Explorer", please test with two other browsers and report. When you say "paste into Internet Explorer" do you mean in search box or in e-mail box or where exactly? Similar, "I find a number value I want like "500.00"" where, is it in search page or from e-mail? But I know this exact problem from Windows + Excel 2016: As long as there is a "blinking line" (sorry, don't know the "professional" term for this) around the selected - and copied - cells, the clipboard seems to be write-locked so that other applications can only read from but not write to the clipboard. Only when you return to Excel/Calc and press ESC key (= end this "copy mode") the clipboard is "unlocked" again. And: The problem only arises when selecting/copying CELLS, not single letters/text within a cell.
