There's no harm actually. Floating toolbar was exist on Ooo era. Nowadays every "context" toolbar in LibO attached nicely. The toolbar is automatically opened to provide the tools for redaction, and it stays because that's how LibreOffice works (saving open toolbars to user profile.); and adding a specific case for this toolbar is noth worth the effort IMHO. Besides, user may always use the redaction tools for a draw document or an imported pdf. (There is no 'Redact' command in Draw.)
