If the charts on your screen have $month_qtr$ in the chart title, it is incorrect. The first chart title should be 'Categories - Current Quarter 1'. Skew the chart slightly and your will see a completely different, but correct, chart. I opened the example document on a Windows 7 box in LibreOffice 3.5.5.3 and it exhibits the same behavior. Still exports like this. So indeed, it's about the title and the Y-axis labels I opened the example document on a Windows 7 box in LibreOffice 3.5.5.3 and it exhibits the same behavior. So it was not correct by then too.
