Repro 7.4+, changes to 0,61 cm. Seems Inherited, OO changed to 0,65 cm. 
I guess this may be WontFix. And it's certainly not Major bug.

It is due the added minimal-row-height in libo 4.2
Any change in cells in the line will increase the height to 4,5mm if it is
less.

In my view this is a bug.  Such a "feature" serves no useful purpose, and
reduces the lines available for display by 20% if one had 8px text before
(which had an automatic line height of 3,6mm).

A 20% reduction of display content is a significant loss, so I would classify
this as "major", since the regression is easily fixed in source code.

I do not know if this is a regression or not, I never actually intended to
click Justify, but Fat-Mouse'd...
