I think the task of providing emoji is best handled by the operating system.
Noto Color Emoji is provided by default on Ubuntu (and Debian, I think). Segoe
UI Emoji is provided by Windows. Apple Color

Guess we have to ship some symbols at least to make the Emoji toolbar work.
Could imagine a very limited set which becomes enhanced by extensions.
