At least under Windows, the Ctrl Key combinations are one-time-presses without
gui support and the Alt-combinations are sequencial with GUI support: Pressing
the keys traverses the menus.

Shortcuts are indeed badly implemented and lack, for example, of locale,
non-ASCII keys (bug 115052, UI redesign at bug 115527).
