I believe such an overlapping setting is not helpful as it conflicts / is not
effective with the high contrast option. So my take is still to not add but
OTOH it won't hurt too many users. Implementation is an easy hack, may
accessibility decide whether to do or to resolve WF.

Unfortunately the High Contrast [Automatic|Disable|Enable] toggles the entire
UI, while the current expert configuration 'TransparentSelection' affects the
limited but very impactful UI in rendering cell selection for both sheet cells
in calc and tables in writer.

At 7.5 users of os/DE provided HC modes are now better served with Automatic
detections. But for low vision users (and folks needing more obvious visual
ques, or just when suffering eye fatigue) discovering the
'TransparentSelection' in expert configuration is a challenge.  

This is a useful UI setting that would be reasonable to provide via toggle from
the Tools -> Options -> Accessibility panel.

Too many options spoil the broth. Adding "[ ] Disable transparent selection"
next to "High Contrast [Enable]" rather adds confusion that solving any
problems. Do you agree with WF/NAB, Stuart?

NAB -- the global options were reworked/dropped in 2015 for

At this point, the 'TransparentSelection' option when set in expert
configuration is much less drastic than "Automatic" --> "Enabled" setting of
the 'Options for High Contrast Appearance'.

Toggling off transparent selection, only inverts the rendering of the
selection. While the HC options mode toggles the entire UI response (icon
theme, document bg/fg)--users not already on an os/DE HC theme would not like
the outcome.

Middle ground, bcz bringing the 'TransparentSelection' out of expert
configuration would be useful Assistive Technology as a visual aid, how-about
adding it to the Tools -> Options -> Accessibility panel?

Place it the "Miscellaneous Options" block as 'Disable transparent selection'

If the elder people struggle to recognize the highlight color from the OS why
don't they configure a high-contrast mode?

Please don't clutter the UI with unnecessary settings.

This is not about changing any color scheme. Turning transparency off enables a
completely different scheme of highlighting that does not depend on obscure
system settings. It highlights any text/cell selection in complementary colors
of whatever has been selected. This is extremely user friendly particularly for
elderly users. 
The feature has been proven as useful by positive forum feedback.
The useful feature exists.
It has been hidden.
Please unhide.

I suggest to resolve as WF.

First, changing the transparency does not change the OS-defined highlight
color. If this is set to yellow without a matching dark background it's not our
bug.
Second, the transparency is working well with 75%. It never has been reported
as an issue. Exposing these standards on tools > options clutters the UI and
hinders usability.

Motivation: These settings aren't necessary for the usability of LibreOffice
and don't comply with our design principles.

Based on few ask question the main issue is that the cell Selection is
following system colors. If you have a yellow system color (which appears to be
the case here), you will have hard time noticing selections. Especially with
high transparency (low contrast)

FWIW: The TransparentSelectionPercentage of 75 to high for my taste. To much
