I've now uploaded URI-1.39 with a patch that tries to make heuristic.t
verify exactly those DNS lookups it depends on. I hope this make this
problem go away for everybody.

Unfortunately there was more reports of failure so I tweaked it once
more to test for exactly those names that a passing test would use.
