a patent license via the Apache license
through an Apache-GPL'd work, then..it looks to me like Apache
requirements are still holding, and that the work is not just limited by
GPL requirements.

would be better than one that only addresses
Open Source concerns, both because it includes everyone who is (wrongly)
harmed by software patents, and because it includes everyone who might
be interested in spending time, money, and patents to help solve the
problem via cross-licensing.
