Can anyone give me some links where I can read the icq (oscar)
protocol, in order to collaborate with licq devel? I've found a few
links googling around, but I'd like to have the protocol documentation
the developers are using.

I've applied your patch to Saturday's SVN and since then I haven't had
any fake offline message. I didn't have time to read the code in
detail so I don't know, but maybe fake offline messages were taken out
of the code? Does anyone else have the same issue?
