It looks as if the installation failed half way through, for some weird reason. Try to rerun setup.exe once again and choose "Reinstall" for the lilypond package (or run setup twice, first removing then installing the package again).

and just the command "lilypond" does not exist in my cygwin/bin directory, neither in other ?bin directory.
What can I do to resolve this problem ?
