When I render the following music on Lilypond, I get the staff on top, the
chords below the staff, and the lyrics below the chords. This is unexpected
behavior, as I wanted the chords above the staff (as indicated by the order of
the staff elements in \score). What am I missing in this

There is always a failure as it is shown in the picture attached.

when I compile your circular-staff-code with LilyPond version 2.13.19
I get a syntax error, unexpected STRING for each line containing an
override-command. The compilation fails. Am I missing out on something?

i don't know what you expect exactly - horizontal or vertical centering?
with the following you will get a column centered
This changed around 2.13.14. If you use \markup \left-align
\center-column it should work.
