Sorry, I didn't mean all small business, just telecom/ISP small business.

The Communications Alliance guys made the point that the reliance on upstream 
suppliers to do it (data retention) for them is varied.
The afternoon session was much more enlightening than the policy level as to 
how crazy this is.
It's also shorter.
