Both have low calling costs, and while you can get a DID (phone number) for
a dollar a month or less, it's not clear to me that you need one just to
make outgoing calls.

You need a SIP-Telco gateway. These are generally paid services,
because it costs something to hold a telco number. However, the cost

You need an account at a VoIP provider that acts as a gateway between SIP
and PSTN. There are a lot of providers
