Which version are you using?
If it is the version from the repositories, maybe try the AppImage.
If it's the newest AppImage, or installed from source, then I would
suggest trying to reinstall a previous release to confirm it's really a
regression.

Try to download and build it.

"Bad RTCP packet, too short" bug does exist in Linphone 3.9.1 for Linux version.
Please, fix it.
