Steal and idle high and i/o wait low

I don’t see how specifying the size should make a difference, apart from the last odd blocks when an arbitrary size does not make a full number of cylinders. If you’re talking VDISK then it seems irrelevant since there’s just a doze blocks to be written at any size. With 3390 we can’t really avoid
