I did not say anything about the removal of SIE, just the SIE assists (which
require OCO). SIE itself is documented in SA22-7095 and invoked from
HCPRUN, that's not OCO.

Why not implement this somewhat like lilo does this. One could simply put
out a prompt on the hmc, and if no response is given within a certain amount
of time then simply continue (as lilo does).
