Not that this is an answer, but 23 seconds is the current number of leap
seconds that have been added since - er, um, whenever. (One was added at
the end of last year - so there was a 23:59:60 on 31 Dec 2005.) That might
help point to the answer.
On the z/OS side of things, if you have

There is also a very old port of GCC which runs on z/OS. I
never could get it to work properly. I don't know if there is
a current port of GCC for z/OS or not.
A few of the Hercules folks have been working on a GCC 3.2.3 port. Progress
is slow but steady - it's almost ready for prime
Also, Microsoft has the tendency to roll multiple fixes into one patch,
while Linux patches are distributed individually. This was also discussed
earlier when a MS-leaning organization noted that Firefox had more fixes
than IE in the 3rd quarter of this year - but if you counted the individual
