You could get THE (The Hessling Editor) which is a VM XEDIT clone, and then
use macros to emulate ISPF. While you are there, get the very excellent
REGINA Rexx interpreter.

There are products that imitate ISPF that run on Linux/S390 - however they
must run in an X-Window session.
