Your problem is SMSG. You have to use the SEND command instead.

SMSG SYSSOFT1 HALT
I get the following response:
HCPMFS057I SYSSOFT1 not receiving; not authorized
I did a SET SMSG
I might be shooting in the dark here, but do you possibly mean to send the
command:
SEND SYSSOFT1 HALT
instead?

Hank, you need to:
CP SET SECUSER SYSSOFT1 OPERATOR
then
SEND CP SYSSOFT1 HALT
