As you have received a development board from DiBcom you most likely have
a contact at DiBcom. Try to ask them to have a driver (for windows at
least).
The DiB7070M can be used in Linux with v4l-dvb but not without some work.
Have a look at dib0700_devices.c to find how the DiB7070P is
Have you tried the latest drivers from v4l-dvb? People are reporting that
everything works better with it.
