My resource some times goes into (unmanaged) state, what I should do if i
encounter this? Restart the heartbeat? Is it possible to start only the
resource only?

I think setting meta master-max="2" on ms clone for DRBD should be

Isn't the solution to clone the resource?
clone rsc_clone rsc_name
rsc_name being your lsb resource.
You can then specify the clone name, rsc_clone, in any ordering constraints.
